The U.S. Dept. of Labor's Occupational Safety and Health Administration (OSHA) has cited Exel, a logistics contractor, which employed foreign students as summer workers to package chocolate at a site in Palmyra, Penn., owned by Hershey, according to Confectionary News.
The citation, with fines totaling $283,000, is for six willful violations for failing to record worker injuries and illness over four years, failing to evaluate 300 logs before certifying them and failing to implement an effective hearing conservation program.
