Fight In Indiana For Clear Micro Market Definition Continues

After a win in the Indiana Senate Commerce & Technology Committee, followed by passing the Indiana Senate, the fight for bill SB 77 that regulates micro markets in Indiana is going well, but isn't over. In a letter to IRPA (former IVC) members, lobbyist and executive director Steve Beebe explains not only the importance of the bill, but also that it must next be passed by the House of Representatives in a few weeks. Beebe wrote:

SB 77, which codifies the regulations for micro markets, passed the Indiana Senate during Tuesday, Feb.7th session by a vote of 50 – 0.  The bill’s author, Sen. Jon Ford,  has done an outstanding job shepherding the bill through the first half of the legislative process.  And I want to thank all IRPA members who contacted their stare senator in support of this legislation. 

The bill now moves to the House of Representatives where it will be subject to the same process as in the Senate - a committee hearing and 2nd and 3rd readings. The strong vote in the Senate provides momentum at this juncture of the legislature, but it does not guarantee the bill’s ultimate passage.  I will call upon you again to contact your state representative at the appropriate time. 

This bill is important because it protects millions of dollars of operator investment in micro markets in Indiana. Micro markets have operated as a result of a “Governance Document” negotiated with the IN. State Dept. of Health. The governance document has worked well and the ISDH has been a great partner.  But a governance document does not have the force of law and could be rescinded at any time. The industry has too much invested in micro markets to leave their future to chance.

The next action on SB 77 will likely not occur for 3 to 4 weeks.  But please watch your email as your help will be important during the second half of the legislative session.
