A law banning trans fats in restaurants beginning in 2013 in Cleveland, Ohio has been pre-empted by the state of Ohio which passed a law preventing local governments out of the nutrition-regulation business, according to The Plain Dealer in Cleveland.

In the meantime, the Food and Drug Administration is contemplating federal rules for nutrition disclosure by restaurants and vending operators. If, as the industry hopes, the rules are easy to implement, the federal rules will pre-empt state and local attempts.
